Municipal Council - municipality representing institution, with legal rights and obligations of local government and public administration. The Municipality Council is managed by a directly elected member of the Municipal Council - the Mayor.
The Municipal Council implements its powers in collegial Municipal Council meetings. Meetings are convened as necessary, but at least once every 3 months.
The Municipality Council adopts decisions on issues under consideration and controls their implementation, supervises municipal executive institutions and other entities that directly implement state (transferred to municipalities) functions.
The Ukmerge Region Municipal Council consists of 25 democratically elected members of the municipal community - members of the Municipal Council. Member of the Municipality Council acquires all representative of the community rights after taking an oath.
The activities of the Municipal Council between its meetings are continued in the committees and commissions, as well as during the meetings of the Council members with the voters.

Also, it is mandatory to establish a monitoring committee in each municipality.
The committees examine issues to be discussed by the Council and provide conclusions and suggestions, monitor the compliance with the laws and implementation of Mayor’s and Council’s decisions.
